Criminal penalty for intentional incitement to religious hatred

📝 Proposal text
Increase the enforcement of the "targeted incitement to religious hatred" law.
Goal: To reduce religion-related tension and protect the rights of religious people of all faiths.
Important note: Sensitive issue: Freedom of occupation and freedom of speech, from a moderator's perspective, are different from incitement to religious hatred: demanding not to use transportation on Shabbat and demanding the closure of non-kosher shops on Shabbat (violating Shabbat) is completely different from entering a religious neighborhood with music on Yom Kippur, or intentionally opening a non-kosher shop in the middle of a religious neighborhood in order to cause harm and incite.
