Plan for Improving the Living Conditions of Immigrant Pensioners – For the Years 2027–2030
- Raising the minimum old-age allowance paid by the National Insurance Institute for pensioners living below the poverty line to reach 80%, and subsequently up to 100%, of the minimum wage value.
- Amending the National Insurance Institute regulations so that pensioners who receive income supplementation and have accumulated work seniority in Israel can receive both the income supplementation allowance for old-age benefits and the "seniority allowance" for the same benefits.
- Recognizing Holocaust refugees who immigrated to Israel after October 1, 1953, as victims of Nazi persecution, thereby granting them the same status as Holocaust victims enjoyed by Holocaust refugees who immigrated to Israel before October 1, 1953.
- Reaching a settlement that allows the resumption of pension payments to eligible pensioners from the Russian Federation—payments that cannot be transferred from Russia due to a financial obstacle resulting from the disconnection of banks in Russia from the SWIFT international clearing system following the economic sanctions imposed on it due to the war in Ukraine, as well as due to the suspension of transfers through the National Insurance via special transfer channels within the framework of the social assistance agreement—a stalemate that leaves tens of thousands of eligible persons without their guaranteed pension.
- Requiring the Ministry of Construction and Housing to increase the scope of assistance in paying apartment rent and repaying mortgages for immigrant pensioners living below the poverty line who are eligible for income supplementation allowances, such that their personal contribution to apartment rent or mortgage repayment does not exceed 30% of their monthly income; a plan must also be formulated to expand the public housing inventory.
- Re-evaluating the criteria used by the Holocaust Survivors' Rights Authority to recognize immigrants from the former Soviet Union as Holocaust survivors, including those who were born on the territory of the Soviet Union during the war between 1941–45 after fleeing from the Nazis and being evacuated to the Soviet home front, so that they too may be recognized as Holocaust survivors.
- In all state institutions, hospitals, and clinics, as well as in banks, recommending that staff use mobile voice translation applications when communicating with elderly immigrants who are not fluent in Hebrew.
- It is essential that the Ministry of Aliyah and Integration, the Ministry of Social Equality, the Ministry of Welfare, and the Ministry of Finance formulate criteria, issue tenders, and issue calls for proposals to support associations that will teach elderly immigrants how to use mobile phones and computers, including using the mobile phone as a translator from one language to another (orally and in writing), as well as the possibility of holding seminars via ZOOM (virtual warm homes) for elderly immigrants.
- Enhancing government activity aimed at establishing and developing special programs to protect elderly immigrants from phone scams and other fraud.
- Equalizing the social assistance provided to all disabled pensioners so that it is no longer tied to the specific year in which the disabled pensioner reached retirement age.
- Establishing a special social assistance program for immigrants aged 80 and over who live below the poverty line and have no first-degree relatives in Israel.
