Dear Party Representatives,

We believe that the current situation regarding animal welfare in Israel is severe and requires immediate action. The growing number of ownerless animals, uncontrolled breeding, the increasing burden on shelters, insufficient access to veterinary care, and the lack of a uniform nationwide system of prevention, oversight, and enforcement are already placing a heavy burden on local authorities, volunteers, and the environment. We believe that if systemic measures are not taken now, the situation could develop into a large-scale environmental and social crisis in the coming years.

Against this background, the "Civil Compass" association, in cooperation with the Forum for Animal Protection and for a Humane Society, is forwarding for your review a series of proposals for systemic changes that, in our opinion, should be examined and advanced in the upcoming Knesset.

The core issues we propose to promote are:

• Legislative reform and ensuring effective enforcement of existing animal welfare laws.

• Allocation of permanent government funding for the spaying and neutering of ownerless animals, as well as for veterinary and emergency care.

• Establishment of uniform nationwide standards for the work of local authorities and the implementation of parliamentary oversight regarding their actual application.

• Licensing and oversight of intentional breeding of dogs and cats.

• Establishment of a unified governmental digital registry that will enable full traceability of the animal along the entire chain, from the breeding stage to transfer to a new owner and veterinary documentation.

• Oversight of advertising notices and the animal transfer market, including the prevention of attempts to circumvent regulation through transfers ostensibly presented as "free of charge."

• Establishment of sanctions that will render illegal breeding economically unviable.

• Creation of a stable and sustainable funding mechanism for animal protection programs.

• Establishment of an inter-ministerial and multi-sectoral working task force with the participation of government representatives, local authorities, professionals, and animal protection organizations.

• Phased implementation of the reform, following the establishment of the required legislative, professional, and digital infrastructure.

The attached document details these proposals extensively, including concrete legislative, budgetary, and supervisory tools that can be advanced within the framework of the Knesset and the government.

We would appreciate receiving the party's position regarding these issues, as well as its response to the question of which of the areas detailed in the document it is willing to examine for inclusion in its platform and to promote in the incoming Knesset.
