Inquiries from citizens and associations to the party

To: Benjamin Gantz, "Blue and White" Party
Date: 22.09.2026
Subject: Public and NGO Inquiries to the Party

Dear Benjamin Gantz,

The "Civil Compass" association works to improve the interaction mechanisms between the citizens of the State of Israel and public figures, members of the Knesset, and representatives of local authorities during periods between elections. As an association, we do not take any political stance and do not support any party.

Below are inquiries received from citizens and NGOs, raising issues that are important to many of Israel's residents. We kindly request that you review them and respond as to whether your party intends to work toward their resolution following the upcoming elections, and if so, whether it is willing to cooperate for this purpose with the initiators of the inquiries and with "Civil Compass."

#398 Inquiry Regarding the Representation of Persons with Disabilities
Kobi Cohen, Nechemia Rabin, Ofer Bukobza, Shlomi Gabai, Karin Brant, Eti Noy and others, "Kol Echad" Headquarters kol1.org.il
On behalf of the "Kol Echad" initiative, which works to promote the establishment of a representative organization for persons with disabilities, we are writing to request the party's position and commitment on the following three questions.
Background: In May 2005, the Government adopted Resolution 3597, which included assistance for the establishment of a representative organization for persons with disabilities. The resolution has not been implemented to this day. In the absence of such an organization, decisions concerning the lives and rights of persons with disabilities are made in the State of Israel without their participation.
Question 1: Does your party commit to working toward the implementation of Resolution 3597, including the submission of a dedicated bill for the establishment of a representative organization, based on the framework existing in laws that grant the status of a representative organization?
Question 2: Does your party commit to parliamentary action on the rights of persons with disabilities?
Question 3: Does your party commit to working toward a re-evaluation of laws, regulations, and reforms that were enacted without consultation with the public affected by them and concerning persons with disabilities, including initiating a discussion in the relevant Knesset committee on the issues placed on the agenda by the representative organization, and working to amend the legislation wherever a flaw is found; as well as holding such a discussion, until the establishment of the representative organization, at the request of bodies representing the public in question?

#389 Questions Regarding Immigration (Aliyah) and the Status of Olim in Israel
Does your party view the Law of Return as one of the foundational stones of the State of Israel, and does it commit to preserving the right of Aliyah also for grandchildren of Jews (the grandchild clause in the Law of Return)?
Will your party support the issuance of a full Israeli passport (rather than a travel document) to a new oleh immediately upon obtaining citizenship, without waiting periods or additional restrictions?
What place does Aliyah hold in your party's platform, and to what three concrete steps do you commit in order to encourage Aliyah and the successful absorption of new olim?
Alex Keglesky, Chairman of the National Federation of Olim, Adv. Alex Zarnopolsky

#395 Proposal to Integrate Clauses into the Election Platform Regarding the Protection of Citizens from Remote Scams (Telephone and Internet)
Legislation, oversight, and transparency: Assessing the effectiveness of updated privacy protection legislation; developing mechanisms to detect and block phone number spoofing, phishing sites, scam text messages, and false advertisements; and, where necessary, closing legal loopholes as they are discovered. Additionally, collecting and publishing quarterly data regarding the number of victims and the financial losses of the population resulting from remote offenses.
Alex Keglesky, retired Israel Police officer, Chairman of the National Federation of Olim.

#391 Question Regarding the Regime Structure in Israel
Dr. Peter Shelyshch, "Civil Compass" volunteer, former Head of the State Duma of Russia's Parliamentary Group for Relations with the Israeli Knesset (1996-2007), asks: In your opinion, would a transition of the State of Israel from a parliamentary republic to a presidential republic strengthen governmental stability, fully separate the legislative branch from the executive branch, and allow for more reliable planning in addressing the state's foundational problems, such as its security, the equal status and rights of its citizens, and sustainable development?

"Citizens Writing a Constitution" Association

In the view of the "Citizens Writing a Constitution" association, one of Israel's deepest problems is the fragile and outdated constitutional mechanism that has evolved over the years through the Basic Laws. This is in comparison to advanced democratic models around the world, such as in Switzerland, Taiwan, and South Korea, where the constitution is determined through broad civic debate and approved by referendums.

Prof. Uriel Abulof, Political Science, Tel Aviv University and Cornell University

Prof. Uriel Abulof asks the parties whether they are willing to recognize citizens as the true sovereign even between elections, and to transfer to them, through citizens' assemblies and binding referendums, tangible authority that cannot be overturned even if its outcomes turn out to be inconvenient for the party.

Yahav Enter, Chairman of the "Yotzim Lecheirut" Association

Will you agree to enter into the loyalty and transparency procedure, in which your loyalty to the position will be reviewed every six months?

Unfortunately, we did not receive a response to our previous letter, and we hope that this time we will receive your reply.

We would appreciate your response, in the belief that such cooperation will strengthen the connection between citizens and the government.

Sincerely,
Dr. Gutnick
