Transparency system and civic opinion

Current logic for four card types: parties, Knesset members, municipal council members, and state authority representatives.

Core principle

Each card presents three independent information sections:

These sections do not replace one another: an annual report does not mean the recipient answers inquiries, and a reply does not mean a report was filed. User opinions do not affect the responsiveness index or the system statistics of delivery and replies.

The platform does not assess honesty, moral character, political views, professional fitness, or overall effectiveness of a person or organization. All system metrics refer only to documented interaction with the platform in the stated period.

  • Responsiveness index — a cumulative scale of verified interaction facts: contact details provided, the recipient replies through the platform, an annual report was filed. The index is produced by the system with the moderator and is based on the event log.
  • Documents and annual reports — information on documents submitted to the platform or found in a verified official source.
  • Civic opinion — a subjective assessment by inquiry authors of the experience of receiving a specific reply.

2. How an inquiry works

  • The citizen creates an inquiry.
  • The moderator checks it against platform rules.
  • The platform identifies the authorized recipient and the verified official contact channel.
  • The inquiry is sent; sending — and when technically possible, delivery — is logged.
  • The recipient is given a reply window set by platform rules and shown to the user before sending.
  • Any reply received is published in full, with date and source.
  • The inquiry author rates the reply experience — one opinion per inquiry.
  • On a late reply, correction, or clarification — status and statistics are updated; material change history is kept.

3. Responsiveness index

The responsiveness index is a cumulative scale of the recipient’s participation in interaction through the platform. It reflects documented facts, not personal traits, and does not depend on user opinions. Every stage change is logged with date and reason.

The index is a top-level summary: detailed statistics and individual inquiry statuses are always available beneath it.

3.1. Stages and colours

A neutral colour gradation is used; red is never used to evaluate people.

  • Next to “Responsiveness index” a compact progress indicator is shown; completed stages are marked and the current stage is highlighted.
  • Parties and state authority representatives have three stages; elected officials have four. The annual-report stage stays visible on elected officials’ scales even when the current stage is 3.
  • Every colour is always paired with wording; meaning must not depend on colour perception alone.

3.2. Stage criteria

  • Stage 1 — no verified contact. The platform has not yet verified a current official contact channel. The wording is non-evaluative and does not claim the recipient does not engage citizens outside the platform.
  • Stage 2 — contact channel verified. The recipient (or office) provided contact details, or the official channel was verified against an official source. Source and check date are recorded.
  • Stage 3 — responds to inquiries. The recipient answered at least a defined share of admissible inquiries with verified delivery in a rolling 12-month window, within the reply deadline. The stage is always accompanied by statistics.
  • Stage 4 — annual report filed. The document was received by the platform or found in a verified official source; source and check date are recorded.

3.3. Stage promotion and demotion

Promotion occurs when the criterion is met; the moderator confirms and records the reason.

Demotion is the only transition that signals negative dynamics, so it follows a strict procedure:

  • The system records that the stage criterion no longer holds.
  • The recipient is notified on the verified channel: which criterion fails, which inquiries are pending, and a response window of at least 14 days.
  • If a reply or reasoned objection arrives in time — the moderator reviews; the stage is kept or data is corrected.
  • If there is no response — the stage is demoted; date, reason, and a copy of the notice are logged.
  • When replies resume, the stage is restored within 3 business days.

3.4. Detailed inquiry statuses

Each inquiry has a factual status; the index is based on these statuses.

3.5. Wording when there is no reply

Neutral, verifiable wording is used. No speculation about motives — including phrases such as “ignores citizens”, “avoids answering”, “afraid to reply”, or “not interested in the problem”.

3.6. Reply statistics

Cards show: calculation period; admissible inquiries; inquiries with verified delivery; full and partial replies; inquiries still within the deadline; unanswered by the stated date; reply rate; median reply time in business days; last update date.

The primary calculation covers the last 12 months; with enough data, all-time statistics may also be shown.

4. Inquiry counting rules

Statistics include an inquiry that:

  • Passed moderation
  • Is clearly worded enough
  • Concerns the recipient’s public activity or the relevant organization’s authority
  • Is not a clear duplicate of a prior inquiry by the same author
  • Was sent on a verified official channel
  • Has delivery confirmation

Not counted as unanswered

  • Inquiries without verified delivery
  • Inquiries withdrawn by the author
  • Spam and mass automated sends
  • Threats, insults, and illegal content
  • Inquiries whose content cannot be understood
  • Questions clearly outside the recipient’s authority, if the platform was notified
  • Inquiries whose reply window has not yet expired

5. Documents and annual reports

Annual reports appear in a separate section. Elected officials get a single “View reports” button. Stage 4 of the index (“annual report filed”) is based on this section.

For each document: name; reporting period; author or organization; document date; date received by the platform or published in an official source; source; type of check.

  • “The report for a given year was submitted to the platform”

  • “The platform has no verified information that a report exists”

6. Civic opinion

After a reply, the inquiry author may once rate the reply experience on five questions from 1 to 5. The rating is subjective and does not affect the responsiveness index or delivery/reply statistics.

Calculation and display

  • Each verified inquiry gets an average of the five ratings; the summary score is the average of verified inquiries.
  • Until at least 5 verified ratings exist, the summary score is not shown publicly.
  • Only the verified author of that specific inquiry may rate; one inquiry — one rating.
  • Free-text comments are not published automatically and go through separate moderation.
  • The question “Are you satisfied with the outcome?” is not used — a lawful or reasoned negative reply may not please the requester even when handled properly.

7. Opinions on off-platform inquiries

Users may rate an inquiry experience that happened outside the platform. Because the platform cannot verify the inquiry itself, an enhanced procedure applies.

  • For a negative opinion (summary below 3), evidence is mandatory.
  • Negative opinions are not published immediately: the recipient gets 14 days to respond first.
  • These opinions do not affect the responsiveness index or delivery/reply statistics.
  • They appear on a separate line marked “Off-platform inquiry” with a separate count.

8. Moderation of inquiries and user content

Moderators check not only absence of insults, but also fit to authority, absence of threats and harassment, separation of facts from opinions, clarity, and whether a substantive reply is possible.

A question mark does not make an accusation safe. Claims of crime, corruption, or sensitive topics face enhanced rules, including a reasonable chance for the person concerned to respond before publication.

9. Right of reply, correction, and appeal

Every card has an accessible “Report an error or request a correction” link. Eligible: the person or organization the card concerns; the inquiry author; a user who found a factual error; an authorized representative.

  • The platform acknowledges receipt.
  • Clearly dangerous or false material may be temporarily hidden pending review.
  • Review takes up to 7 business days.
  • A reasoned decision follows: keep, clarify, correct, supplement, or delete.
  • Material corrections are published prominently on the same page.
  • Recipients’ replies are published in full without distortion.

10. Evidence and event log

For every significant status the platform keeps the official contact source, original inquiry and moderation outcome, send date and channel, delivery confirmation, replies and attachments, notices before demotion, card versions, and correction history.

11. Visual display rules

  • Statuses and stages use neutral visual markers: colour alone must not mark someone as “good” or “bad”.
  • Gray — not enough data yet; orange — contact verified; blue — an action verified; light green — responds; green — document filed; amber — attention needed.
  • Red is only for technical errors or user warnings — never to evaluate a person.
  • Every colour is paired with text.
  • Facts, system statistics, and user opinion are visually separated.

12. Card display

Main elements: name; verified public role; last data check date; official contacts; responsiveness index with legend; inquiry statistics; documents if relevant; authors’ ratings when enough data; “In brief”, “Create inquiry”, and “Report an error” buttons.

Only verified official contacts are published. Personal phones and private emails are not published without legal basis and separate permission.

13. Specifics of the four card types

Parties

  • Statistics refer to inquiries sent to the party’s official apparatus.
  • Which party body or official address received the inquiry is stated.
  • Individual members’ personal behaviour is not attributed to the party without a separate basis.

Knesset members

  • Statistics refer to inquiries sent to the MK or their verified parliamentary office.
  • Documents and reports are shown separately from reply statistics.
  • Party affiliation includes a check date.

Municipal council members

  • Local authority, role, and term are stated.
  • Inquiries to the member personally, their faction, and the municipal body are distinguished.
  • Documents appear only with a verified source.

State authority representatives

  • By default, interaction with the authority or unit is assessed.
  • A personal card is used only with verified public or managerial responsibility.
  • An authority’s reply is not attributed to an employee who acted only as a technical handler.

14. Universal reliability rules

  • Every negative status and every demotion is backed by the event log.
  • System wording describes only an observed fact and does not ascribe motive.
  • An opinion is always marked as that of a specific inquiry’s author.
  • Aggregate opinion includes rating count and period.
  • Methodology is applied uniformly to comparable cards.
  • Methodology changes are not applied secretly or retroactively.
  • A late reply updates status and recalculates statistics.
  • Factual errors are corrected prominently and without unjustified delay.

16. Summary model

A card does not give a person an overall ranking and does not conclude on personal or professional traits. It answers three separate questions:

  • What was verified about the interaction? Responsiveness index, contact channel, delivery, replies, deadlines, and statistics for the stated period.
  • Which documents are available? Reports and other materials with source and date.
  • How did inquiry authors rate their experience? Verified subjective ratings with count and period.
